What size culvert does a driveway need?
The road owner’s size wins over any rule of thumb. The Roadway Drainage Manual from the Oklahoma Department of Transportation (ODOT) lists 18 inches as its driveway culvert minimum. A Wisconsin transportation bulletin on culverts recommends at least 24 inches under public roads. It warns that smaller pipes may have maintenance and cleaning problems.
Bigger pipe buys room for a hard rain. The bulletin says a 30 inch culvert can handle 50 percent more water than a 24 inch one. The Oklahoma Mesonet measured 19.63 inches of rain at Duncan in April 2025.
The 1964 USDA soil survey of Stephens County maps Kirkland and Renfrow claypan soils across the uplands. Their blocky clay subsoil lets water through very slowly, so more of a hard rain runs to the ditch. Length is the drive width plus the slope on each side. The bulletin’s example adds 10 feet of slope to each side of a 24 foot road, for 44 feet.
The bulletin lists 12 inches as the minimum cover over corrugated steel pipe under truck loads. The pipe’s grade must match the ditch flow line at both ends to avoid flooding and scouring.
Do you need a permit to put a culvert in the road ditch in Oklahoma?
Whose road it is decides. A state or federal highway needs Transportation Commission approval under 69 O.S. Section 1210. County roads go through the county commissioners, and inside Duncan city limits the permit comes from Public Works. Ask before you buy pipe, because the permit can set the size and the material.
On a state highway, that approval comes through ODOT’s Driveway Agreement, Form TE-2000. The form asks for the pipe’s diameter, length and material. The applicant furnishes the materials, drainage structures and labor at the applicant’s own expense.
Each Oklahoma county elects three commissioners by district, and a district’s roads are usually its commissioner’s job. On a Stephens County road, call yours before you buy pipe.
Kingfisher County’s access drive permit is one Oklahoma example. The county will not provide the culvert and approves the size, length and material first. Accepted pipe includes corrugated poly, corrugated HDPE and corrugated metal of 16 gauge or better. It goes in the center and bottom of the ditch and becomes county property.

Is plastic or metal culvert pipe better, and what else moves the price?
Plastic costs less up front. Angi lists a 24 inch by 20 foot plastic pipe at $700 and aluminum or galvanized steel at about $800. Angi also notes some cities regulate culvert material. ODOT’s drainage manual says to choose pipe on its total cost over the design life.
Metal pipe life depends on the dirt and water around it. Caltrans, California’s transportation department, ties galvanized pipe life to soil and water pH and resistivity. Caltrans says heavy sediment can wear the galvanized coating away in as little as 15 years.
Plastic has weak spots too. Caltrans says plastic pipe is not subject to corrosion, but sunlight shortens its service life. Where a fire can reach the pipe, Caltrans suggests concrete headwalls or metal flared end sections to protect the ends. Trash piled in the pipe can carry a fire inside.
Past the pipe, a deep ditch means more digging and more fill. An old rusted pipe comes out first, and Angi says replacing a worn culvert beats repairing it. Raising the approach adds dirt work and grading.

Can you install a driveway culvert yourself?
Yes, with rented machines and the same rules a contractor follows. Angi lists skid steer rental at $200 per day. A vibrating compactor rents for $83 per day or costs $500 to $1,500 to buy, per Angi. The permit, the locate request, the grade and the cover stay the same.
OKIE811 asks for a locate request at least 3 business days before you dig. State law sets the floor at 48 hours, not counting the day of notice, weekends or legal holidays.
Set the pipe in the center and bottom of the ditch, as Kingfisher County requires. Match the ditch flow line on both ends. Pack the fill as it goes back in, then cap it with at least 12 inches of cover.
